Best Armor

I am sure this has been address but with the new changes to the game, and CW.
Which would be best all around armor mainly for pve.
Either Focal Magic Set, Fatebender, or High Vizier Set. I know each have there specifics thing for each set. I herd High Vizier was going to be the best. Just want to confirm.

    I run a mix 2 piece set of HV and SW. I may be delusional but i think I like it that way. I can and will soon as I get the full 4 piece sets switch out and run a full of either, depending on the fight. Albiet, HV wins for most. Sad thing is, less then a month ago you could buy the set for about 500K... now just the bracers are 750K and up, dont even ask about the helm..oh well thats how it works.

    high vizier -450 defense to enemies, +450 to you
    can be stack 3x
    so -450 x 3 = -1350 :)
