just saying I want defense as a cleric and if our armor gives half the defense as the fighter classes (in D&D clerics had the same armor not half defense armor) then I sure in the hell want to be able to run faster than they can or at least be able to blow them back.. how clerics are treated in this game bears no resemblance to clerics in D&D
The problems different running speeds for different classes would create outweigh the minor RP joy people would get out of it. Not a feasible solution when people can't choose what armor they wear.

Yes. Clerics are a bit strange in this game. Our defenses are weak, so is our damage and our healing is the weakest in any MMO out there, our gear is generally more expensive, we generally have the most responsibility in dungeons, we get rewarded less in PvP than anyone else (if we heal/protect as intended). Our job is the most boring, and least entertaining of all the classes, and yet our rewards are lesser.
And people, perfectworld employes, ask themselves.. "why aren't more people playing as Clerics?"
We're basically a cloth wearing healer, but unlike cloth wearing healers in other MMO's, we don't have personal magic shields, instant heals (not dot) heals, an option to be a DPS class, etc. We're WEAK.
Did I mention that our heals are 40% less effective on ourselves? That's right.

This is 4th Edition. The clerics here are _very_ valid for Dungeons and Dragons.
That said, the type of cleric you mention does exist in 4th Edition! It will probably come later with expansions. 4E has a ton of different 'types' of clerics, and the one they decided to implement is the more spellcastery type.
