This does seem to be a problem with the latest prepatch. I'm about 90% sure that what i've outlined below fixes it, if it does not work for you please post a reply.
Go to your Neverwinter Live directory (By default C:\Program Files\Cryptic Studios\Neverwinter\Live or C:\Users\Public\Games\Cryptic Studios\Neverwinter\Live)
Delete all files in the following directories (don't delete the directories): .patch, cache, prepatch
Reboot your computer (may not be needed but I wouldn't skip this step)
Open Neverwinter launcher, goto options and check force verify and disable on-demand patching.
Login and it should go to patching... eventually it will install a 3GB patch.
Once patching is completed, you should be able to login to the game without issue.
If you login and get stuck at the Cryptic screen or get server not responding while loading into the game, end task neverwinter and delete the files in the directories above and REBOOT, then force verify and patch.
AFAIK, if you don't get the 3GB patch file you will experience intermittent lag issues/stuck on loading screen issues.
I did this on my roommates computer and it is working for her. Edit: Went out for awhile and came back to find Neverwinter working perfectly now. So if nothing else works for you I recommend trying this method.
I stopped playing NW due to the fact that the game is considered "Live" - yet I can't even move when I login.
Disabling on-demand patching should have been enough. Everything else is extraneous, as removing files would neither utilize nor affect your connection to the server.
ODP patches your game while you're connected and playing--this and ONLY this would have an effect on your ability to connect properly.
This is because rubberbanding isn't a patch problem--it's a latency problem. The server momentarily loses track of your position and when connection is re-established, your character is returned to the last position the server had recorded for that character.

Well maybe it was coincidence then, but doing this on two separate computers fixed the problem on both of them. I still believe this has to do with a bad prepatch, or something related to it. Before this I was getting server not responding, and rubberbanding like mad.
