Given that this game is developed by Cryptic, who introduced many MMO players to the novel idea of sidekicking/exemplar via City of Heroes more than 5 years ago, it's incredibly disappointing that they have the content in this game level restricted.
I've got a gaming buddy I've been gaming with for over a decade. Any new game that comes out we try it out together. Neverwinter is no exception. The problems is if either one of use gets just one level ahead of the other it's locked us out of content.
For example, night before last, we were questing while q'd up for a skirmish. While we were questing I leveled. A bit later, skirmish popped. He got in -- I didn't -- because my level was too high. Last night we wanted to q up again, but because I was a level higher than him I was in a different bracket of content than he was. I couldn't q us up for anything. This isn't something new for us. We've been fighting this aggravation for over 30 levels now. We've missed most of the dungeons in this game because of it. And its really just becoming so aggravating its turning us off this decent game. We are at the point where I'm going to need to play another game for a night just so he can "catch up" level wise. Problem is he's a cleric, and questing moves a lot slower for him(according to him) without the DPS of my rogue. So solo questing isn't really something he's interested in.
Yea he could group up with someone else. Point is D&D games should be about being able to adventure with your friends. Hard to do when you level lock the content. Very frustrating and after fighting this night after night after night its making it less appealing to keep moving forward in the game.
I've been asking for this since closed Beta. All of Cryptic's other games have had a system to match a teammate's level. As it is right now I have 2 characters 'on hold' to play with friends which I don't want to out-level and I go to the Preview server to bash with impunity.

You do realize that you can walk/ride to the dungeon entrance, party with anyone and walk in , right?
You do realize that you can also pick up the quest for it from the quest giver by talking to them even if you've outlevelled it, , right? (It might not show the yellow diamond over their head, but you can still talk to them).

Actually no I wasn't aware of being able to walk into a dungeon. I suppose that's an option.
Are there entrances to skirmishes too? If so, I've never come across them. We've really enjoyed the skirmishes when we can participate in them.
As far as questing. We're actually always on the same quests aside from the class specific ones, so that's never been the problem. The reason I'm a little further ahead of him is because if I'm on, and he isn't I'll do foundry quests so that we still stay on the same page with the zone quests.

Do foundry stuff together..I solo so haven't done skirmishes or grp dungeons. There are some very nice foundry campaigns Sorry about the lvl issues.
Yea I've been doing the foundry quests when he isn't on. Some I've really enjoyed and eagerly awaiting the authors next chapter.
Both getting into a dungeon is only part of the issue though. In a proper mentoring system you would both become around the same level and fight creatures around that level, and get the same sort of XP, so the lower level character would actually start to catch up (as they would generally need less XP per level).
Currently if a lower level character hangs with a higher level character, they seem to get much lower XP. This was for example a level 16 friend who couldn't play for a couple of nights, while the rest of us got to level 24 or 25. The XP the lower character got was roughly about a third of that which we were getting. Yes they were contributing less to the party. and it is probably all designed to be like this, but it just meant we were gaining levels faster and the gap was widening, so they stopped playing. I could roll a new character, but then we have the same problem .
It's just how it is. Obviously they want to avoid power-levelling, but I think there should not be such a hit on XP as there currently is, as it prevents people playing together for more than a few levels unless they are playing exactly the same amount of time.
CoH mentoring was the best I have seen. You could mentor down or 'mentor up' the lower levels and it scaled your powers fairly well. It also allowed you to form an "XP pact" so that if your friend couldn't play one night, your XP was still split between the two of you and when they did log on they were guaranteed to be the same level as you.

And in CoH you could choose to get Inf instead of XP when down-levelled. Let's hope it's something that is 'on the list'.

Maybe make an alt to play while your friend isn't online , simply add him to your alts friends list then when he comes online change characters to quest with your mate , thats what I used to do when I played other MMO's with the missus.
