Control Wizard - Elemental Empowerment feat NOT working

Elemental Empowerent from the Thaumaturge Tree is supposed to a DoT based off your weapon damage on Cold Powers, but is not currently working. Please fix this.

    was looking forward to this feat.. dissapointed to find out it didnt work.. and dissapointend to see when i googled the feat i immeadiately saw the numerous bug reports.. Pls fix guys
