But kashimaa sure has some points that matter: You won't be able to increase your survivability a lot by stats, it breaks down to avoid taking damage and this you can achieve mostly by using the right powers and - most of all - running with a decent party.
So, for a start, what skills are you running?
As for your stats:
From my experience, ARP is way more beneficial than power up to a certain degree. Given that a boss can have up to 24% DR, your goal should be to raise ARP to just that level, which in stats should be somewhere around 2200+. Stack power after hitting that amount (and ideally reaching ~50% crit rate).
just stack more power, power is how strong you become and they wont hit you so hard, forget armor pen it doesnt do anything, stack power and ignore everything.

The only way to gain more survivability as a TR is to play smarter, not getting better stats.
* AVOID RED AREA'S ON THE GROUND!
* Don't initiate fights, let the GF/GWF go in first and let them draw the aggro, then run around and attack enemies from behind.
* AVOID RED AREA'S ON THE GROUND!
* Always stay in the blue circle (Astral shield from your cleric)
* AVOID RED AREA'S ON THE GROUND!
* Don't be afraid of health potions, once you get under 50% HP, drink one to get to 100% again.
* AVOID RED AREA'S ON THE GROUND!
* Take notice of enemy movements, if a big-***-HAMSTER is starting to swing his giant axe at you: RUN! GET OUT! It WILL hurt if you don't.
* AVOID RED AREA'S ON THE GROUND!
TR's are a very squishy class, no amount of stats or gear is going to change that in any way. If you do more damage they die faster and you will get less damage.
O, and 1 more thing: don't stay in the red area's on the ground, they will kill you if your not at 100% health.

Another elitist as$hole. Why don't you try to help out the newbie rather than bash him for wanting to improve? I'd like to see your stats. We can compare anytime. I guarantee yours is "subpar" compared to mine.
To the OP: if you're having trouble surviving, I suggest using Smoke Bomb, Shadow Strike, and Impossible to Catch. Those are my bread and butter tools to survive AND stay in fights to DPS as much as possible. Lashing Strike's big numbers may look pretty once every 16-17 seconds, but I never use it in PvE. In PvP, Lashing is essential, but in PvE, defensive Encounters help your overall survival AND DPS a lot more.
Also, try to stack HP. Defense is nice, but Rogues' main problem is getting 1 or 2 shot. 23k+ HP helps with this issue. You still need to play smart and dodge out of red HAMSTER, but more HP gives us a buffer and time to active our defensive Encounters as well as chug pots / health stones, in case we get hit with something unexpected.
