After maxing Orb of Imposition, Ray of Frost no longer freezes/holds opponents?

I just got Orb of Imposition to rank 3 a few hours ago and immediately afterwards I noticed that the freeze/hold effect from Ray of Frost was breaking immediately, whereas it used to have a good duration. Is this happening to anyone else?

    I can confirm this.

    I've been consistently having issues with it since maxing it out.
