Templar's Domain only works once per map instance (roughly)

Well, it's obvious the ingame bug report system is either completely broken or the devs ignore everything submitted through it.
I reported this issue weeks ago and there's no mention of it in the patch notes for the big update.
So, maybe reporting it here on the forum actually works.
Templar's Domain, a devoted cleric feat, does not work properly.
I've put 5 points into it trying to see if I just had absolutely terrible RNG, but no, it's just broken.
It only seems to work once per map instance. The first time I enter an area, I get it within the first fight or two. After that, it's just completely gone for at least minutes at a time. I've sat there just spamming my attacks on a high HP boss and watched my buff list; it never came up, after 10 minutes.
There is either a very long hidden cooldown on this feat, or it's completely broken and only works once per map instance.
Asking for it to be sorted out ASAP is pointless, as nothing is being done for yet another 2 weeks, despite already suffering the issue for over 2 weeks. So, I currently have 5 wasted points which have gimped me fairly badly. Eagerly awaiting the update..

Looks like I'm speccing out of it with my free respec. Not like clerics can do reasonable DPS at higher levels anyway.. devoted clerics at least.

Can we at least please have the tooltip clarify that it has an internal cooldown and the length of the cooldown. Holy resolve has a 5 minute cooldown listed in it's tooltip, I don't see why this feat doens't have the cooldown listed. Wasted two points in this feat thankfully no more. I won't be buying a respec token to fix my toon if that's the intent of leaving this "error" persist for so long.
