[Bug] Steadfast Determination still bugged

Steadfast determination still bugged I think with 3 Ranks I don't see it improving the recharge rate of determination.

    is it 20% recharge increase or 20% more (ie duration). Was never really clear on this.

    According to the tool tip it was suppose to increase the continuous charging of the determination bar by 20% (at rank 3) during combat (not just only when you are hitting or being hit).

    Looked into this and it seems to be working ok.
    If you were using a test dummy to check, it would likely throw your numbers off as they don't keep you in in combat like a real enemy would.
