I just started NeverWinter and i'm wondering how long does it take to hit 60? and also what class is fun in both pve and pvp and very good in damage to play?

Leveling times vary. Some people will tell you 2-3 days. (I'm an altoholic and I play other games, not focusing one all the time, so I'm only up to 38 in one month.)
Fun is subjective. I have a Guardian Fighter, Great Weapon Fighter, Trickster Rogue and Control Wizard at the moment. I find each of them fun in various ways.
There's a huge class balancing patch coming so damage etc... will be changing soon, though theoretically Strikers (Rogues and Great Weapon Fighters) should do good damage... (Wizards are technically Controllers, but do a good deal of Damage as well...)
Your best bet to determine which one(s) you'll enjoy, level them all to 15. By then, you should have an idea which one(s) you like to play.
Hello, and to answer your question, the leveling speed in the current state of the game is actually pretty fast. You can get to level 15 in just a few play sessions of a few hours, which some might consider to be too fast. Regardless, it shouldn't take you that long.
As for the character creation, it really depends on what you enjoy doing, and understanding that each class has a certain role in combat for groups and soloing, whether it be in PvP or in PvE. I'll give you a general overview of the classes from what I've observed, and a more detailed one for the Trickster Rogue which is what I play.
As a Guardian Fighter, you'll be taking the bulk of the damage for everyone. You're going to be hard to kill because of good armor, a shield, and good constitution. You're the shield for everyone. Damage wise, they aren't that good, but they make up for it during soloing with their massive amount of defensive capabilities.
As a Great Weapon Fighter, you become more damage than defense as opposed to the Guardian Fighter. You're meant to do damage, and still be able to take a decent amount of it, though not as much as the Guardian. They are what some would describe as a good balance between damage and defense.
A Control Wizard is a class that is designed to control the battlefield by doing various controlling effects to enemies, hence the name. Stopping them from using abilities, moving, etc. They can do some nice damage too, but they have hardly any defense and can die really fast if you don't keep the enemy at bay. These guys are key to locking down big bosses and strong players in PvE and PvP, and basically gives everyone the chance to wipe their face off the planet.
Clerics are classes that do just what they imply, they heal people. This class is important for PvP, because you will make the biggest difference in the game if you can keep your team alive. In my honest opinion, a good Cleric that knows exactly what they are doing and is fluent in how other classes work can actually turn the tides of a battle around entirely from one extreme to the other.
The Trickster Rogue (The class I play), is the class that from what I have observed, gets the most kills and damage output from any class as far as PvP and PvE are concerned. They flicker in and out of combat and take out certain targets such as the Clerics and Control Wizards in PvP that make it hard for your team to progress. They are also great during group play PvE events for dealing a lot of damage to bosses and taking out key targets within certain mobs. However, they are difficult in solo because they have few attacks that deal damage to several targets, and generally has to pay attention to one creature at a time. You have to have excellent coordination skills to make them work in solo PvE later in the game. If you don't care about defense what-so-ever, and only about killing, the Rogue is the way to go, because if you play one, you're going to be expected to do the greatest majority of the killing. However, they are difficult to play and can die very quickly if you don't know what you're doing, especially if you get teamed on in PvP which happens a lot because you often have to go behind enemy lines to make a difference. Quick thinking + clever planning = good trickster. Rushing into combat + swinging away = Suicide. Also, as a Trickster Rogue, you don't really have time to stop moving unless you're going to move out of combat for a moment. A standing rogue is generally a dead rogue in pvp in a lot of cases, and is also true against large monsters in PvE.
I find it takes about an hour per level once you get into the 30's, but my only character is at 44 right now so my information is limited. Maybe if you have done it before, you skip though much of the text and optimize your questing you can cut it to 30min/level. I hear of people doing it in 2 or 3 days, but I don't know how.
