"A Friend" Mail Quests

Does anyone know where the npc for this series of quests is located once he sends you an email around level 58+?
He says he will be at the stairs to the Hall of Justice in Protector's Enclave - but I've looked all over and I can never find him.

I'n some of the other ones he was off the beaten path a bit but was always easy to find...but this time I just cant find him period.

Any help would be appreciated!

    Yep, can't find him either - it doesn't help that I am not entirely sure which set of stairs he's referring to, but I have been up and down each lot at least twice... anyone have any ideas?

    yep and if the map does not help... below the prayer circle are 2 lion statues. Face them, do a 180, he is against a wall by some crates. Or you have the wrong lion, try again :)

    IMHO a TR only quest question is fine in the TR forum? Why is that "wrong"?

    I guess he wandered into the TR forum by mistake and was letting us know. We all make mistakes.
