If you are talking about the one you get from the quest, hes is of "white" quality and cannot level past 15. Slots and skins are there because there are probably green, blue and purple versions of that companion, who can level to 20, 25 and 30 respectively.
I read that you get a green cleric as a quest reward at some point.
Also, there are "tomes" in the companion vendor that according to their description will be able to upgrade a companion's quality from white to green etc but it says "coming soon" where the price should be so i am guessing they will enable them at a later patch.

Pretty much that. Until they put those tombs into the game, the only way anyone can get a companion above level 15 is to buy a green,blue or purple quality one (or use their companion from their founders pack).
green cleric quest is not in the game like it was in beta 3/4.
stuck with lvl 15...

Yeah, unfortunately you'll need to wait for them to patch in the training tomes to take the cleric all the way to max rank. Hopefully it won't be a long wait.
I'll be doing the same for my dancing blade, which is blue quality and currently maxes out at 25.
They really fixed the Regeneration skill, which barely gave any life in beta. I have somewhat ~228 Regeneration on my Guardian Fighter and have no problems without healing at all. If my life is at ~75%, I get ~100 hp every 3 seconds until it looks better. The minimum heal I get (~98% HP to 100% hp) is 6hp every 3 seconds. No doing dungeons, just normal questing and foundry (not a raider :P).
I still try to level her up, but as a tank I rather stick to my wolf which really hurts the enemies (but bounced them around a little which is annoying if you just got them right in front of your shield). He can take out minions in 3-4 seconds.
At some stage I will try this other priest, Acolyte of Kelemvore, for life steal and damage reduction buff. (I find it ridiculous to put personal opinion into the wiki -.- http://neverwinter.gamepedia.com/Leader )
I thought you could purchase training for companions? Am I mistaken? I know you can purchase training for Mounts, but I thought there was training for companions, too. I could be misremembering though (and I also don't recall if I saw that on alpha, Beta or now).

'Training Tomb I'makes it green 'Training Tomb II' makes it bleu 'Training Tomb III' makes it purple but the state of the item is "comming soon" so you cant buy them yet, so yhea youre stuck with them on 15 now,
How do you get the Cleric companion beyond 15? They have slots and skins that are past those levels.
as the tome of upgrade still on its epic price of "coming soon" the only way I know will be buy with zen (via cash or AD ... alot of AD) that give you green companion pack
