Respec undoes any character choices made after character creation. So that would be feats, powers, ability bonus, paragon path and anything else I might have missed.
Yes. I'll be re rolling to a DPS class if devoted cleric shield is broken though, I'm sure eventually there will be 0 clerics and parties wont be able to clear anything.

After we feel that the updates here have received sufficient testing on NeverwinterPreview, we’ll be introducing them to the Open Beta servers (with any necessary changes), and offering free respec tokens so that you can build your character the way that you’d like.
I assume they mean a minimum of "Retraining Token" since selection of feats is very often intimately tied to Ability Scores. Since they have also changed stat conversions, many base powers, large class synergy changes and even roles, they should really be offering a complete Ability Score change, including base Ability Scores (which are not part of the Retraining Token).

Retraining tokens are respecing. When you push the button to retrain, you will notice that there are two options, bought tokens and free tokens. We will be getting a free token with the big patch.
So now I am confused.

Can someone from PW confirm any of this and if we will be respecing just Powers or Powers AND Feats.

There are just retraining tokens. That is what the coins are called that are used for respecing. It respecs every choice made after character creation, which includes both powers and feats (along with a few other things).

When bought and used a Retraining Token it re-set everything but my base Ability Scores. Including Ability Score increases, Powers, Feats and Paragon points. It was comprehensive.
