Tier 1 vs Tier 2 armor sets

Now I'm not sure if this is true for all classes or if Guardian Fighters get to be special in this.

Most of the Tier 1 armor sets have vastly superior 4piece set bonuses. What I mean by this is that there are sets that have exactly the same theme (pow/def/rec/reg or rec/def/dfl/reg etc) with the tier 2 having better stats but their 4 piece bonuses are horrible.

Many of the 4 piece set bonuses feel terrible.

As an example High General Set has a bonus of: When you land a critical strike, you grant all allies +10% Critical Severity for 8 seconds(This might not be so pathetic if it didn't have an unlisted ~60second internal cool down). While the tier 1 version, Knight Captain's has the bonus of: When using a power you have a 25% chance on increasing allies power by 60% and defense by 25%.

Or Grand Regent with: You increase your power by 20% of your defense(which is what 1-1.5k max?) while the tier 1 version Stalwart Bulwark has the bonus of: when struck in combat you gain 5% of your maximum hitpoints in power, this effect stacks up to 5 times, lasts 8 seconds. (comes out to 6.5-7k roughly)

I mean how are these upgrades exactly? the bonuses are clearly superior on the tier 1?

    While I agree with you that they need to boost/modify the High General and Grand Regent sets which by nearly all are considered of low value.

    I do not think they should nurf the T1 sets. Seeing the Stalwart Bulwark is considered by many BiS and is one of the hardest sets to collect and most expensive. Second to only Timeless... which some say is BiS.

    The Knight Captain's set is bugged and the proc stack. It is assumed that this will be fixed very soon.

    Hopefully we will see improvements on the Tier 1 and Tier 2 sets as there really isn't much of a difference bar an extra 50 on such things as Power etc. The set bonuses are not the best in quiet a few of the sets and i found that for GWF certain tier 1 sets i preferred due to the set bonus than anything on tier 2. But that is my personal choice. I am sure more sets etc will appear later on in development anyway, so until they fix these sets i guess its just grind for what your prefer.

    I'm not looking to get the t1 sets nerfed. Heck I wouldn't even mind if they simply gave the t2 sets the exact same bonus. then at least the t2 would be an upgrade to the t1

    The thing that gets me about gear sets is this...

    There appears to be 1 set for each Tree and the T1 sets seem to achieve this objective.

    The T2 sets loose their synergy with their corresponding Trees. Let me explain:

    Timeless is Conqueror (Again further establishing Conq as the best build hands down.) Though some argue that the Stalwart set is equal or better based on situation. Great to have 2 very solid sets for one Tree.

    Grand Regant is Protection but the set bonus give just a little power rather than sticking with the Protection theme of defense The KC set give more power and more defense.

    High General is Tactics because it is a group buff set that doesn't seem to be very balanced. While in theory this is a solid armor set bonus... I have also heard reports that the proc rate on this set is horrific at best. Making it one of the worse 4 pieces sets for GF.
