Unlock early Daily power slot

hello i have a character currently level 12 who has both daily power slots usable, i know the second one unlocks later in the game but i participated in a PVP battle and it bumped me to level 19 so i slotted a daily power into #2 after the match my level returned to normal but the power stayed available to use, though not to change.

    I guess these was intended if not then it must be, because you're lvl 12 and you're fighting players who's level is higher than you and have unlock the second slot of there daily so it might be unfair because u only have 1 daily slot and they have 2.
