Miracle Healers 4 set not working?

I have been trying to test out the cleric miracle healers 4 set and It appears to not be working. Wanted to hear from other people if this set is broken. I checked the up coming patch notes for release and this was not one of the sets listed that they are fixing. Just want to make sure it is not broken atm. Thanks.

    It heals 1 person for 5% of you max HP, if you are missing even 1 health that person is YOU, every time.

    It works, just not as describe or in a very useful way. No they have not reported fixing it, or making any of our other T2 sets any good (3 second buff once every 45 seconds!! YAY!!)

    They said they are going to fix it in an upcoming patch. Currently it is not working as stated.
