Press H. Go to Request GM Help. Report Behavior. Make sure to include @handle.

Like others have said you can report people to CS with a Behaviour ticket, allowing people to post unsubstantiated names on the forums is a recipe for trouble however, and is there to prevent people from posting up the names of people they just don't like as exploiters, cheaters, scammers ect.

Also at the moment it's taking about 10-15 working days for a ticket and they won't tell you what they do to the account to protect the privacy of the owner.

You will never get a response from a GM on a behavior issue like this. That's just policy, and it's pretty much the standard in all MMOs.
"Participation in PVP-related activities is so low on an hourly, daily, weekly, and monthly basis that we could in fact just completely take it out of STO and it would not impact the overall number of people [who] log in to the game and play in any significant way." -Gozer, Cryptic PvP Dev

Except in other MMOs, they might actually do something about it before it becomes common knowledge ;)
