Q: How the hell am I supposed to finish 3 skirmishes when I level up in the middle of one and then I can't queue up for said skirmish after I finish my current run?
A: You don't, until you hit max level OR -only- runt he dailies and do nothing else in the game. Don't even pray, because it may level you!
Q: How many times has this happened to me and I wasn't able to get the AD because i can't run that skirmish due to being too high of a level?
A: EVERY FREAKING TIME.
Q: How do we fix this?
A: Don't make so many damned different skirmishes. Should be like PvP, changes once every 10 levels, except you have the option to do one of multiple different skirmishes throughout the current tier you are in.

A player who has been screwed out of hours of game play with no AD gain due to leveling too fast.
I really feel with you... I was kinda disappointed in it too. I wanted to see those instances but I just kept lvling too fast (only through questing) . Once I had stacked 3 kirmish dailies I was not able to turn in .

I think they should free up low level quests. I've seen quests that were part of the story arch omitted because I got busy doing other things. I don't think that should happen. All quests should be available even if they aren't worth your time or are too high.
I think the quest level should be part of the conversation or noted by the DM (yes this is a lot of work at cryptic's end)
The quests are available to do, you just need to know who to talk to get it. The Mark indicating the quest is not there if you are "too high of level" to "benefit" from it. The quest also still gives XP even if the mobs do not. At least this was my experience in Helms Hold when I was ~10 levels too high for the zone.
