1: enfeeblement - almost the same damage as the Chill Strike, yet when i attack the mobs barely take any damage while i can basically 1 hit the mob with chill strike - so i assume the damage it has is actually WAAAY lower?
2: Ice knife - single target skill that does almost same damage as the ice storm does. Wasted skillpoint (the description is vague implying that it hits "them" - multiple targets).
3: Storm Pillar - what the hell is this? It doesnt even tickle the mobs at 40+ maps.
4: Both 45 skills - the cooldown vs damage (and any 2ndary effect is overally too weak to make up for it).

Ice knife is capable of oneshotting guys in pvp, and deal great amounts of damage in pve. Even without the shadow weaver set the ice knife can crit mobs in pve for up to 20k dmg. I never use ice storm, but i doubt it hits anywhere that hard. (we would have "CW 1shotting the whole team in pvp with ice storm" threads all over the forum if it would)
Steal time (2nd lvl 45 spell) is a very good skill. The stun can make the difference between victory and defeat, the damage is decent. Most wizards i see in t2 dungeons use it.
in my tooltip, ice knife has over 2000 damage more than ice storm (at lvl 60).
If you did put a skillpoint in it, it isn't wasted. Almost all wizards use singularity and ice knife at lvl 60.

1 - Ray of Enfeeblement is a ticking DOT, Chill Strike is direct damage
2 - Ice Knife is your highest, single target damage
3 - Yes, Storm Pillar sucks, but you can charge it to build AP out of combat.
4 - If you're failing to see how Steal Time is anything less than awesome, you should go back to your rogue. It buffs you with arcane stacks, slows the enemies then stuns them. In endgame dungeons control > damage.

ALL classes have useless Powers, not just CW. But aside from that, you really need to slot Powers that have synergy and help your role. On trash, which is 90% of the content, you want to slot TWO (2) of the following: Chill Strike, Conduit of Ice (if you are a Thaum spec), icy terrain, Sudden Storm, and Entangling Force(only in Mastery Slot), the other 2 slots should be Steel Time and Shield. For boss fights, you may want to slot Ray of Enfeeblement and maybe Ice Rays if you are needed on the boss. Your at-will is always MM, anything else is a waste of time/dps. Any other power is really lacking in my opinion.
-Enfeeblement is a debuffer and a dot, I dont know why you are comparing to to Chill Strike which is mainly used as an AoE Mastery encounter.
- Ice Knife is a PvP single target annihilator, and should ONLY be slotted/used in conjunction with Enfeeblement.
- Storm Pillar is junk, or you may slot it to charge AP. But even then it's not worth it.
- DPS for a CW is a side effect of properly controlling adds. You main objective is to control adds and in many cases it will just be you and a DC on adds. It just so happens that by using the proper CC AoE Powers and to a lesser degree being properly feated, we still end up pumping a TON of damage.
- Enfeebling ray (On mastery) puts a debuff on enemy, this debuf makes your stuff deal 50% more damage, and their stuff deal roughly 50% less damage. It also deals the damage shown on the tooltip during it's duration. It has 2 charges. (OP Due to bug that applies double the effects on every cast). Of course none of this will matter if you are clearing trash, wich is what you were doing by the particulars of your whining.
- Ice Knife: Highest single target damage, burst, prone-inflicter and 3 stacks of chill giver.
- You are correct on this one.
- I haven't tried the rays but I suspect their use would be as spellmasteryed spell in a chill based build. We will see after they release the big balance patch whatever.
