I believe every class can do this. It really only happens when the other team is already losing. And as a dota player, it doesn't phase me at all.
If the queue system was perfect, a team could opt to forfeit so that everyone doesn't have to sit there and wait for the match to end. Then those forfeiting players would have a queue cooldown so they couldn't farm with this method.

They should really edit the map file so that's not so easy to get up there. I just find it lame to go spawn camping even if my team is winning and the others team is just sitting there.

If your losing bad enough that the other team is spawn camping you does it really matter if they are killing you? NOt like there's some type of penalty or persistant score that would be affected.
Keep in mind the campfire does heal you in combat on the pvp maps.

It's not a punishment. You can sit around for 5 mins in a match waiting for it to end, before you can queue for another match. Or you can roam around protectors enclave, get pots, trade, check mail, etc. for 5 mins before you can queue for another match. The outcome is the same, but you get to wait in a different, more productive area.
