I can only assume they are aware of how negative most of the forum threads are and are purposefully allowing them to remain open to encourage negative comments. They want to gather as much data as they can, and if they immediately close negative threads, they lose that data. That is not to say that they are not looking at habitual trolls who post only to inflame the community. I do feel they are planning on taking action against them.
There is nothing wrong with taking such an open door policy when it comes to forum management, as long as you let the community know it at some point. I have a feeling once we get out of this "Soft Launch" phase, that the forums will see a new presence of discipline.
