Cleric skill Divine Fortune Bugged?

Is there cleric skill Divine Fortune bugged for everyone else? It is supposed to give Divine Power when you cast non-damaging spells, and it works fine if you heal yourself with Healing Word, the problem is it does not work if you heal yourself with Bastion of Health or Sunburst, you get 0 divine power from these, even if you are missing health and they do indeed heal you.

    Same, i max it and it only work like you said, Healing Word if he heal a target.
    Why it dont work with Divine Glow, Astral Shield, Divine Armor or Bastion of Health?
