I noticed this for the first time today-when I enter a pvp arena, the min-max dmg of all my powers, etc goes down around 20%. Is this intentional? Just curious.
Bumping this because I have yet to find a thread ro discussion that answers this question. Like I said..why does the min-max dmg on my at-wills, encounters, and dailies go DOWN when I zone into arena pvp at level 34.

Yep...its a debuff when in the middle levels entering the PVP zones. The funny thing, my friend claims it never happened on his TR, what his skill state before he zones, is what they do in the pvp zone. PVP skills are buffed from the 0-2 level as you enter, then its debuffed until max level. At the highest level before you cap it is the worst. At lvl 58 outside of PVP zone, cleave (at will) 627dmg, inside PVP zone the same skill was 289dmg. I go 1 match with same gear doing 4-6k criticals, to the next match having 27 kills and hitting for 10K+ on several attacks

Thanks for the info. For the life of me, I can't wrap my head around why they would raise your level and then debuff your stats to put you even further behind the folks that are capped. As a matter fo fact, most of the dev decision making in this game boggles the mind.
So do you guys think its WAI? If so, it clearly makes no sense. Just buff levels, and the higher levels have a slight edge due to more feats, power points. Why would you screw around with the min-max dmg?

I think damage and buffs are too powerful in PvP in general. The game was clearly designed with PvE in mind but it shouldn't be impossible to do buffs/nerfs that only affect PvP. Reduced healing, damage and weaker buffs/debuffs exclusive to PvP maps. Also heal nodes really shouldn't take me from near-death to full even if it's HoT.

They need actual PVP gear, not gear that is suitable to start T1+ with.
