What is this possible exploit?

Lately i have been pvping on my low toon rogue int the 30 to 39 bracket and i am finding more and more rogues able to use this ability that no one know what the heck it is. It is a red circle pulsing from under there feet that goes out about 20 feet in 360 degrees and pulses for 600 to 1000 dmg every 1 to 2 secs. Many of us have seen the same 4 rogues using this ability and no one can identify what it is. I have double and triple checked these guys are rogues not GWF using there pulse although it looks very similar and is the same color. I have 3 60s and done a ton of pvp but have never seen this till about 4 days ago and only with 4 different rogues. anyone have any idea what is going on?

    I ran into a weird bug/exploit the other day in pvp as well. A rogue ran up to me and used some ability that made every single one of my abilities go on cooldown for 2 minutes. (Even my at will abilities) Had to run around doing nothing for awhile till they came off cooldown.

    (I have a 60 rogue pretty sure i have no ability that powerful)
    -Protect the Caravan-
    Fun 15-20 Minute Heavy Combat Quest with a difficulty slider. Hand crafted environments and encounters.

    That's a bug. when you combine a specific armor enhancement and a specific weapon enchantment, it can make who you hit have 2 minute CD. (I wont say what it is as that would be against the rules). I thought it was fixed but I guess not.

    Don't know about the first bug, but I'm pretty sure this was unintended. Did he perhaps dismount you? Same thing had happened to me once, quite some time ago, when a group of adds dismounted me at Helm's Hold.

    Yea he dismounted me when he did it. Guess it's a bug.

    I've saw the 2 min cool down yesterday but haven't seen the rogue red circle described.

    I have not seen it at all when i do level 60 pvp but have seen it a Ton from 20 to 39 I will really try to get a screen shot of it next time. I have it on fraps but i cant get it to post sorry

    Isn't red circle supposed to be path of blades? If you use it you won't see red circle on yourself just opponents sees it.

    The dc with chain stuns thing is also still working. so exploiters stack rogues on one player after another to d/c and take down teams in pvp still.
