Can I use it with every character that I have and will make in the future?

    If you read the entire description. There's this nifty part where it says, "Reclaimable for each character, not tradable."

    ^ It's account locked, not character locked so you're good mate. :)

    So, I've got 4 toons now. If I buy it, then delete a toon to make a dragonborn warlock, will he get the mount?

    Every character current and future.

    It simply flags the mount as FREE in the zen store. Any character from that point on can claim it.
