Character movement slowed, and in game effects delayed

All of my characters move as though I'm running in molasses. In game effects, such as using a power, or being hit by a mob, happen with a delay. I've restarted the game, even made a new character, no change. I've run a tracert, with perfectly normal numbers. I've speed tested my home connection, which is at 10Mbps download and 1.5Mbps upload. I've run ipconfig /release and ipconfig /renew. Any suggestions?
