I think this is the issue with only having 1 city center, Protector's Enclave. The advantage of GW2 or EQ2 or WoW is that they have multiple capital cities.
I think Cryptic should work on more city centers/capital cities because RP or not, Protector's Enclave is going to be boring soon if people have nowhere else to go.
What is your opinion on this?

There is also the Driftwood Tavern, Its on the east side of Protectors Enclave, Its a pretty decent sized tavern... Kinda surprised I haven't seen any Role players hanging around it yet.
There are plenty of places. You just have to look.

There are indeed plenty of places. A few minor taverns around the place, the Tower with its magical library. However, the Moonstone Mask, as far as I know, is the only major area which is not instanced. Unless you have an agreement to meet somebody, it makes finding other roleplayers less likely.
They are indeed all perfectly suitable spots, but you are not very likely to just run into someone there.

Where is the library ? I don't recall having seen it.

Well, I might have gone a bit overboard calling it a library. But, close enough, the upper level
of the Tower of Alteration has a splendid room with bookshelves and a few chairs by a fireplace,
looks like just the place for a few mages to exchange notes.

Is it still accessible after having completed the tower quest?

Well, I honestly have no idea what this quest is. Might be we're thinking of different towers. I mean the one in Protector's Enclave when one can change their appearance for... Zen, I think. Marked by the two-coloured mask on the minimap. As such, I doubt it would be made unaccessible, because... well, money.
on mindflayer there are always about 5-15 people in the moonstonemask, actively rp'ing
if you have more places then there will probably be less people each

Ohh I see, I was thinking the wrong tower.

I think there are plenty of interesting areas to RP, but the problem is that the Moonstone Mask interior is an instance of its own, unlike most of the other locations that players might want to use. You would either have to get lucky on finding another player inside or keep changing instances till you found somebody. That means either you need to establish a list of instance numbers for RPers to look in first, try to get some RP-oriented instances listed on the map, or try to get the buildings in high-pop areas like PE to all be a separate instance from PE.

Yeah, I discovered this place just yesterday while wandering about and immediately thought the same. It's a prime place for a role play hang around and not a lot of traffic from non roleplayers.
