Anyone having problems creating a new Guild on Dragon

Am trying to create a Guild on Dragon.
All characters are level 15 or higher (one just dinged level 15). All are on the same map, same instance, and in the party.
Go to create the guild, am able to type the name and description. Hit accept and get:
"[Error] Error creating guild: In order to create a guild, all team members must be level 15, have purchased a Founder's Pack, or have transferred Zen into the game."
... anyone else having this same problem?

did the one that just hit 15 log ALL the way out of the game, and log back?
Sometimes it takes that to recognize....
