How stupid is this mute system?

I'm running a spellplague dungeon right, we have 2 friends who are constantly flaming everyone and before the last boss decided to leave the party.
Both of them mute the rest of us (3) and we all get muted.
How can 2 people get one person muted by reporting them?

    Simple answer is... they can't it takes report spams or ignores from at least 20 different people for a 24 a 24 hour mute to take effect.

    Maybe they told their guildmates/friends to put you in the report/ignore list :/
    They should really fix this

    Can't be, this is the first dungeon I've ran and all I've been doing before is looking for a group?
    I guess people could of reported me for saying LFG T2 Dungeon once every 30 seconds but I don't think so
