Into the Fray?

Is it intended that Into the Fray forces you to do a full stop?

I only ask this because it feels terribly awkward at the moment.

DM: before you is a pack of zombies and one toward the back looks a bit less shabby...

Fighter: OK, as I rush them I suddenly come to a full stop use Into the Fray then continue charging the closest one.

DM: . . . .

    I think it should be....

DM: before you is a pack of zombies and one toward the back looks a bit less shabby...

Fighter: I use Into the Fray and charge the undead horror in the back of the pack.

DM: You loose initiative... for using Into the Fray

DM: Zombies get first attack, and roll a natural 20

    DM: ummm... your dead.

Who really uses it for the run speed anyway? I just like it because it let's me cast fighter's recovery every ~10 seconds.
