Delzoun items - how to get them ?

any one mind explaining this to me ? i have 2x 60 level chars and never looted such items

    You have to be a Hero of the the North($200 Founder Pack) and its Bind on Pickup.

    i do not if is possible loot this item because is a item of hero of the nord pack
