Of course the first comment will be "GF threat is fine" (most likely coming from a Conqueror GF heavily stacked with dps gear, completely missing the point of this thread) so let's directly skip that and go to where the issue is:
As a Protector, our entire threat generation is tied to our shield blocking. As long as we can raise the shield, we can stab, if we can stab, we can draw aggro easily, even from multiple mobs (if they are all stacked in the same place).
The problem in epic dungeons is that the hits from adds take a way a huge chunk of your guard meter, even with shield talent slotted and shield master protector feat.
While we do have a few tools to help with the "downtime" (tide of iron, iron warrior and enforced threat), these are simply not good enough (in their current state), to keep up with tanking multiple targets in Epic Dungeons.
While we are somehow good at tanking single target bosses (but even certain rogues are good at that), if we are targeted by boss + a couple of adds, we have big problems. When our shield is down, we can be knocked prone, blown away, stunned, freezed. When this happens (and usually it happens) we don't have a problem of surviving, we have a problem of aggro loss. The boss and the adds start moving away from you and go wreck havoc on the party. Grabbing aggro again may take a few seconds, and these seconds can often be lethal if the boss goes wild on your cleric.
My simple suggestions to help out with this problem?
1) Fix Knight's Valor at least to make it work as intended and not bug out every **** time it's used in an instance for more than 5-6 times.
1bis) Fix the Armor Specialization feat as well, while you're at it. It should give 5 AC, not 1.
2) Increase Shield Talent to 10/20/30% shield meter. (+15% to current max)
3) Increase Shield Master to 10/20/30/40/50% reduced shield meter loss on hit. (+40% to current max)
4) Make Iron guard work on every power used. (Including AoEs, stab and shield slam)
5) In addition to the current effect, Iron Guard has also the following effect: "When your guard meter is broken you can still raise your shield and use your Stab and Shield Slam powers. While your guard meter is broken, the attacks you block will not be fully mitigated, but only be reduced by the Armor of Bahamut feat (if you have it.)"
I think this would go a long way of fixing our issues, in both PvE survivability and aggro generation.
At least for the Protector's Tree. I don't know about the Tactician Tree, if that has problems, but I really think that a Protector should just be a better tank than a Conqueror GF in every department.

Well, they plan to fix that, but they have to fix GF at the same time.
As soon as you get that through your head you will realize the problem with GF's isn't their threat. It's their usefulness.
The healing in this game doesn't support one person having agro on everything. There are no single target burst heals to keep up with that damage. The agro has to be spread around.
And where do I state that I want the GF to hold aggro on everything? I said I want it to be able to hold aggro on Boss + a few dangerous adds that cannot be CCed. Of course all the rest, the small adds (to be killed) and the medium adds (to be CCed) can be spread around. At the current state, a fully T1 geared GF gets his shield meter broken in 2-3 seconds (that not enough for shield slam, tide of iron, iron warrior or enforced threat to regenerate and sustain it) if targeted by Wolf Den boss + 2 Wolf Fighters. Now tell me we aren't even intended to hold at least 3 (THREE), monsters, when the cleric can get the attention of 30.
