Question about Caturday packs

Are they character or account bound? If I haven't opened one of those packs with a character, can I send to another that I made just now? :D
Characters:
- Titania Silverblade, the Iron Rose of Myth Drannor (Lvl 60 GWF, Destroyer)
- Gwyneth, the Cowardly Cat Burglar Drowling (Lvl 60 TR, Saboteur)
- Lady Rowanne Firehair, Heartwarder of Sune (Lvl 33 DC)
- Satella, Sensate (LvL 44 CW, Renegade, Non-Active)

    no the item and box are bound to the char that got it in mail.

    NO everything is bound to that toon.

    Also, if you remade the character in the last few days, it seems you don't get anything. At least, this was my experience. Bummer.

    The XP scrolls say they are bound to the account, and not the character. But I don't think there is any way to actually move them to another character. Since you can't mail them.
