Having trouble changing my neck appearance to Cat Cape.

I have the Cat cape in my inventory and go to my neck slot and choose the Change Appearance option but nothing shows up in the drop down menu. Am I doing something wrong?

It's sad that you can't change it, maybe it's because it's unique. :(

I love that cape. Specially since I am currently wearing a torn up cape at the moment. I wish they make it costume-able.

I'd like to hope that at some point in the near future they decide that they need a neck slot in the costume section.

You can, the thing is neck item HAVE to be another cape.
Unless they have blocked that specific cape from changing.

This is going to sound odd. But by cape do you mean a cape and not also a cloak? If you do also mean cloak I am unable to apply the cat cape over my cloak.

yea, you gotta use your statless cat-cape instead of your normal cape/neck item.

as you can see, its a well thought out move by cryptic, but i doubt anyone is surprised by now :P
