    Do you mean the False Idols? If so, it is Rhix, a kobold. He is outside the market, on the corner nearest the mail courier and auctioneers.

    It's either Rhix or the woman next to him shouting about astral diamonds. He's in Protector's enclave. He's the guy that gives you daily quests.
