Where is 2nd free bag at level 30?

  You get it at the end of the quest chain in Neverdeath. I don't remember the specifics but I completed the map and got the achievment. I think its a reward for one of the last quests there.

  Its the clock tower in Neverwinter Graveyard. The very last mission in the zone.

  The quest is in "The Clockwork Tomb" in the Neverdeath graveyard, the last quest in the zone.
