Profession bug or am i missing something - mercs in red but have several

I recently hit level 7 in leadership and I have 4 mercenaries, however, when I try to select any of the new lvl 7 quests, it shows my merc in red as it would any missing resource, even though i have 4 available.

Are there different types of mercs and i have not figured out how to get them or is this a bug? I have tried sending my mercs on the various training available too, thinking maybe they have a level and i have not found it.

So has anyone else encountered this? am I just missing something?

Any feedback is appreciated.

    You need to upgrade your mercenaries, you need 4 mercenaries to get 1 guard.
