Need a decent build for PVP for Cw

Hello there my fellow gamers.
I am iSyhx , someone new to Neverwinter.
I recently made a rogue to PVP , but when I was 35 I've tought a bit and was like...
"Hey , why can I never catch a single CW?".
I saw how every CW simple out CC's any other class , dealing decent damage.
So i've decided to make a CW aswell.
PVE doesn't appeal to me , so I would like a nice build purely for PVP.
This includes :
-What should I base my gear on ? (Power , Crit , HP,...)
-What abilities to get.
-Paragon & Heroic tree
-What race (Alto I think Thiefling is the best since I can roll 18 int & 18 Cha)

Now I just need to know what exactly to get for PVP gear =P
