4th Row of Feats unlock?

Hey guys,
I was wondering... and couldnt find this anywhere

How do I Unlock my 4th row of feats!? im lvl 28 with like 5 feat points!

    Simply. By putting feat points in it.

    new rows open every 5 feat points invested

    So i need 9 in 1 collumn and then 6 in another?

    You need at least 5 Feat points spent to unlock each new column, so to unlock column 4 you need a total of 15 Feat points spent (remember that the first column is unlocked when you get your first feat point). You could have spent 5 in each column as you progressed, or you could put more in the lower columns if you prefer those Feats.
