So I have been playing with the awesome UI on the foundry, experimenting with options. The costume editor looked legit amazing until I realized you can only make friendly/neutral NPC's. Is there really no way to make and place custom enemies? There can only be encounters? No epic boss battles or chasing infamous characters through a custom campaign to slay them at the end?
Place the encounter you wish to have, then select detail view and it will show each enemy in the encounter group and from there you can select each enemy and customize it however your heart desires...almost but pretty much.
There is a rumor floating around that I am working on a new foundry quest. It was started by me.
So I can access the "costume" option from any encounter placed, but I can't change enemy names or adjust difficulty? Can I not set one as a boss or to scale slightly stronger than others?

You can absolutely change the names. And while you cannot explicitly change the difficulty of any encounter, encounters themselves come labeled with difficulties. So find a hard one with only a single mob, change the costume and name, and there you have it.
Not ideal, but that's what we've got at the moment.

I can change the name of a costume, but in-game the name of the enemy remains defaulted to the encounter-given name. How can I change the name so it is reflected in the actual gameplay?

In the 2D Map View there are two buttons in the upper left corner "Detail" and "Layout".
When placing an Encounter in Layout mode you will see one red icon; switching to Detail will show all the mobs in that encounter (in some cases only one). This is where you can change the Group Name, and the Individual Name of each mob, as well as the costumes.
Any behavior applied will affect all the mobs in the encounter.
