Offense/Defense Equilibrium Build[ODB]
This build focuses primarily on balancing out your offense and defense.
FOREWARNING: The talent and feat calculators have one less point than they should. For the extra power add it to whichever one you like (mine is on Path of the Blades 2/3). For the extra feat, use it on whichever feat you have at 4/5 and make it 5/5.
The feats are also not for
humans. If you are a
human I suggest putting the extra points into Improved Cunning Sneak.
First of all, to clarify Combat Advantage - it has multiple effects but here is one that most people aren't aware of: You get a +25% damage bonus while in stealth by default. Test this by doing hits out of stealth and then in stealth. You'll have an average 20-25% increase. That is why my build is more so oriented around stealth than others.
At-Wills -
Sly Flourish and
Cloud of Steel. These are really the only two to use in PvP since Duelist's Flurry will rarely ever hit enemies because of it's long charge-up time.
Race -
Human is the best race to go in my opinion with the extra feats but
Half-Orc is basically equal if you don't mind their appearance.
Abilities - Go full
Dex and
Str, since you'll be getting Disciple of Strength which increase strength dmg bonus.
Skills -
Dazing Strike OR
Smoke Bomb (Use Smoke Bomb/Dazing Strike unless against a team with 2 or more CWs, in which case use Impossible to Catch. I use Dazing Strike off and on because I don't find myself using Smoke Bomb very much.)
Deft Strike OR
Shadow Strike OR
Impact Shot(I use Deft Strike most of the time because its nice against CWs. Shadow Strike will let you regain stealth meter and get Combat Advantage. I occasionally use Impact Shot for it's extra dmg at range but it isn't worth it unless you're going against a team with 0 CWs.)
Lashing Blade (Insane damage.)
Daily Powers:
Shocking Execution and
Lurker's Assault.
Class Features - I use
Tactics and
Tenacious Concealment because they are both in effect at all times. First Attack is only going to effect your enemy once and it's not going to help you in lengthy 1v1s or team fights very much.
Powers - Part 1:
Part 1 is pretty cookie-cutter. All of this stuff is specced in just because you can. You get an excess of powers that you don't necessarily need. It allows you to use this spec for PvE as well and you don't have to forfeit any PvP efficacy because of it. Same with part 2.
Part 2:
I use Impossible to Catch for CW heavy teams(2 or more). Impact shot is very useful for it's stun but I don't use it very often.
Feats -
Action Advantage is not as important as Cunning Sneak so I only go 3/5 in it. This calculator is messed up but as a human you will go 5/5 Improved Cunning Sneak since Combat Advantage is insane.
Scoundrel has the best PvP feats by far. All of the feats you spec in for this tree are pretty great. (Underhanded Tactics [Gives bonus combat advantage damage bonus] Nimble blade gives you a 35% chance when you don't crit to hit 20% more. Mocking Knave is 10% more damage for your at-wills. Action Rush gives a 15% chance to gain 15% of your action points with your encounters, Whirlwind Sneak is great for when you eventually run out of stealth.
The leftover feat points that go into Saboteur and Executioner are very much preferential and largely depend on your playstyle but I highly suggest the ones in the images.
If you'd like to change your FOV use the following command: /gfxSetDefaultFOV XX where XX is your FOV. I suggest 70, the default seems to be around 55.
I did a lot to shorten this guide out for everyone. There are of course some small matters of preference you will probably differ on but I am convinced the rough outline is the best possible for competitive PvP.

Executioner is definitely a good choice for burst, but this one specializes in sustained DMG & survivability.
It mostly comes down to whether you will be in team fights more. The more competitive PvP gets, the more likely you are to be in long team fights. You definitely need more sustained DMG in team fights and better survivability, so this build would do better in that regard.
If your playstyle is different and you're usually the guy that roams the map and back-caps points, I suggest going with my Burst build which will most likely destroy anyone else in a 1v1. I personally use my Burst build because I don't often make premades and instead roam around back-capping points, so I run into 1v1s a lot instead of team fights.

Overall, if you do premades a lot, go with this one as it has better sustained DMG. If you solo queue or have the position of 'roamer' in your team, go with my burst build because it's better in 1v1s.
Btw, Mocking Knave not only gives +10% dmg for at-wills but also increases the dmg every time you use Cloud of Steel consecutively by 2.5%. So by the 12th hit of Cloud of Steel, it will be doing 30% more damage. This combined with Nimble Blade causes a full 12-hit Cloud of Steel to do about 40% of the enemies HP. With lashing blade they should be very low or dead. Action Rush is also pretty helpful as you will be using Shocking Execution as often as possible and Execution is almost always a guaranteed kill.
What is your PvP skills you use on your bars, and what PvE skills do you use on your bar?
I am currently using:
PVE
Dailies - Lurker's Assault and Whirlwind of Blades
Skill bar - Dazing Strike, Blitz, Lashing blade, Duelist Fury, and Sky Flourish
PVP
Dailies - Lurker's Assault and Executioner strike
Skill bar - Dazing Strike, Impossible to catch, Lashing blade, Sky Flourish, and Cloud of Steel
The skills I suggest at the top are for PvP since this is a PvP build.
For PvE I use the same dailies but skills are Smoke Bomb, Blitz, and Lashing Blade/Path of the Blade.
At-Wills = Sly Flourish and Duelist's Flurry.

I realized that my build differs in two significant aspects and a build with that focus has never been published. I removed my post because contrary to what I initially thought, our two builds are significantly different and I would prefer to not discuss it here.
Though I want to get your opinion on some of your feat choices. I will make a follow up post and I hope you will give your feedback.
you dont want to stack power in the first place. so 2000-3000 at max.
10% of 2000 is 200 power. 200 power. .04 damage per, +8 damage for 6 seconds.

Catspaw on the other hand is pretty good. not having that in this build is a mistake imho.
Most of the people that I've seen play my build have rarely ever used Dazing Strike, so I decided not to go with it as the majority won't benefit from it.
Crit Strike is about 0.009% to 0.01% crit chance per point.
So overall, crit strike is a lot better than power especially if you can get some severity enchantments.
if you have 200 crit, then 1 crit rating is going to give you about .0089
if you have 2000 crit, then 1 crit rating is going to give you about .0078
if you have have 3000 crit, then 1 crit rating is going to give you about .0069
not exacts, but you get the idea.
