Lack of in-game subtitles

It make me frustrated what NPC saying after i completed my quest, there is no subtitle on the setting/option menu i am looking to. I suggest they would add that feature because as imagine, you are deaf and couldn't hear sounds without voice guide. Most cutscenes having subtitles, but in-game roaming while i walked wasn't.     You can have text from any nearby NPC by going into the chat options (cogwheel), selecting whichever channel you like and ticking the 'NPC' box.

    Moreover what he speaks is in the window before you close it and in quest log.
    Subtitles wouldn't change anything, wouldn't add anything as well because its proximity and NPC doesn't speak if you go far away.
