No access to Daily quests

I cant access the daily skirmish or PVP quests from Rhix. I can access the Foundry and Dungeon quests but not those two. I am lvl 19 and don't think I have slipped any quests.

Also, I can't get rid of the the Purchasing Powers quest.

    I'm pretty sure you get the daily skirmish and pvp quests at lvl 20. You can just drop the purchasing powers quest by opening the quest log and clicking abandon. If you do things a bit in the wrong order you can't apparently complete it at all, so I had to abandon it too on one of my characters.
