Maybe stupid question, but I'm just trying to understand the system and can't find much information about it around the web...
Does the weapon damage from the orbs we use in the weapon slot matter (other than for elemental empowerment) when we use at wills like magic missile and ray of frost? Is it added to our at wills in some way?
ok, thanks for info. Anyone knows how this damage is applied? My ray of frost damage is lower than the orb weapon damage, so it's obviously not on a one to one basis.

As I understand it, the damage figures you see in the power descriptions is based on your weapon damage. Switch out orbs with different damage values (or even remove the one in your hand) and see your at-will, etc powers damage change.
I would imagine every power uses a different formula but weapon damage is the key factor.
What's more important for final damage, POWER or weapon damage??
Assuming a DPS wizard, I don't understand this question.
You want both, don't you?
At endgame, you're going to want the most powerful orb you can find, and that orb is going to have awesome damage and awesome power. Then, in slots other than MainHand, you're not going to find +weapon damage. So you want Power and Crit and probably Recovery.

Weapon damage trumps all other stats, always go with whatever you can find with a higher damage stat.
All other stats increase it directly or indirectly, and all damage abilities do damage based off it.
I have found recovery > power. You get more bang for your buck per point invested, specially if you spec properly. I rarely use my at wills anymore due to having abilities to spam all the time. And still top damage charts in tier 2 / castle.
But it all depends on your play style, my job is to keep the mobs under control /busy and juggling mobs in the air with chain singularities is the way to do it. and recovery helps me do that alot better then power would at all.
Crit could make an argument, however most gear with recovery can also have crit on its a non issue. I am sitting pretty at close to 5k recovery and debating on enchanting for more crit to balance it out, not sure yet. I do know id rather have 100 crit then 100 power any day of the weak. Same with recovery. Power to me is just so lack luster when you have better options out and about.

The damage of At-Will, Encounter and Daily powers is based on weapon damage.

The base dmg of your skills is based directly on your weapon dmg, then everything else modifies that base.
Using different coefficients for every skill.
Where can we find said coefficients and other stat weight related information?

Weapon "Damage" is equivalent of 1:.04 Power. So 25 power would be equal to 1 "Weapon Damage"
Power is flat percentage damage increase.
Weapon Damage is whatever you can get, it will boost your damage regardless.
You should look into crit and crit severity.
4/4 Castle Never legit. 4/4 Shadow Weaver set. 1/2 Ancient Court Magister.
