No one else has issues with that?
It's very bad game design to have this boring encounter last as long as the whole instance before it.
His HP should at least be quartered; 20% of what he has now would also be more than enough.
The skirmish boss? Someone probably put an extra zero on his hp. Also doesn't help that the skirmishes and dungeons while levelling are basically a waste of time as far as gear and exp rewards go.

Jup it's kinda sad, that in order to level efficiently you must not do any dungeons/skirmishes.
They give way too less xp.
Read a book, watch a movie, play outside. Let the rogue(s) do their thing while the rest of the classes sleep. (accept for the silly cleric who sent a single heal out and has aggro the rest of the battle)
It will get fixed but there are far higher priorities to fix then removing a zero, rogue tanking, or high end GF's one-shotting bosses.
I haven't had experience with Cryptic games, much, as I found most pretty boring, and Cryptic isn't even remotely as efficient as Trion Studios in fixes/patches/updates but they are working on the game.

Just wanted to throw a "ME TOO!" in there are as well. The boss fight is so boring where he can not do enough damage to kill you while you are taking heals, so you just sit there and swing... and swing.... and swing. I could see if he was at least dangerous? Does not do any real damage and takes 6 years to kill. No fun

The first time I did this fight I thought that there was some kind of gimmick or trick that we were missing because it took an insanely long time to wear him down. His HP is way out of tune with everything else that level.
