In Foundry, how do you get the NPC's to fight the encounters?

When creating a quest in Foundry I can't seem to get the NPC's to fight back against the encounters.Please let me know how thanks.

    there is an NPC encounter group named GUARDs, this is how you can get NPCs to fight each other. Was done this way in The Draconis Pub! foundry mission if you want to see it in action.
