How to pass 60 fps in Neverwinter you ask? Let me explain.:cool:
They have a game configuration file set to max FPS at 60. All we have to do is change that number to...whatever you want(I do 120). 100% safe and wont harm your computer or graphics card. Step 1: Find the configuration file. Mine was here in this folder: C:\Users\Public\Games\Cryptic Studios\Neverwinter\Live\Localdata
or you can use the search function. Search: Gameprefs
Step 2: Open up Gameprefs by right clicking it and selecting "Open with" or edit. Select the program Notepad to edit this with.
Step 3: find this command- "PrefEntry GfxSettings.MaxFPS 60"
and edit it so it says- "PrefEntry GfxSettings.MaxFPS 120"
Edit it to whatever max FPS you desire ( I use 120).
Also make sure you disable Vsync in the game options!
Enjoy playing Neverwinter over 60 fps now!

If you used the Closed Beta to Open Beta, it doesn't work. This happened to me and this actually fixes it.
We're the minority though.
It's under Video, scroll all the way down and click on Troubleshoot. Then there's even more options.
I also found setting the game to run DX 11 helped me get better FPS, also under Troubleshoot.
Also, if you want to get a few more frames I recommend turning SSAO (Ambient Occlusion) off - it's been the hardest FPS-hitting option for me (aside from Detailed Objects) and doesn't detract too much from the overall look.
My main problem is having a 60Hz Monitor, I can easily get 60 FPS with max settings in the game but without V-sync I get extreme tearing (the 60 FPS cap also doesn't stop it and 30 is terrible) but with V-sync on performance is MUCH worse, which is a shame.
Should be "Uncapping the framerate".
I found the opposite.
I dropped from 45 FPS in town to the very low 30's.
FPS hit from the UI dropped to 5 from 15 though.
Turning shadows off brought FPS back up when in DX11, but the game looks very bare without them, so I stay on DX9.
I have not had an issue with performance from ingame vsync, so I can't comment on it, but I've seen complaints about this as well. Try forcing vsync from your video card's control panel, heard it resolves the performance hit.

Ah yes, that's not a bad idea - I might try D3DOverrider since forcing V-sync from CCC never seems to work for me, I think it's a Windows 7 thing or something.
I have a sapphire r9 270x video card so it should work
