Tier 1 and Tier 2 Items?

How do you tell the difference between a tier 1 and tier 2 very rare item when buying one or getting one in a dungeon? Also how do you know when it is a top drop in a dungeon?

    Well, Tier 2 has better stats. And it probably has +2 on the icon.

    So does it specify that it's T2 in the item?
