Hit C and open your character sheet then mouse over each of the stats. It will tell you what each one of them does

i read there but still not sure what are stacks and how exactly chill and spell mastery works?
also for some of the powers (ray of frost , entagling force) does the damage changes based on how long i press the key?or for every power its enough to press for split second and the affect will be the same?

I have a similar issue. I have read the wiki and there is still no reference to how spells stack and what, exactly, that mechanism is.
Also, I can't find a key to the icons that are listed on the enemy bar during a fight. Are these the items that are stacked?

    Thanks

Best places to check for information right now is the wiki, your class forums, and just hovering the mouse over everything to read tooltips. Feel free to join my NWO-Newbies channel from my custom channel guide if you have questions of a general nature and want to avoid zone channel spam.

Everything you need to know is in-game with mouse-overs. The interface is clunky in places, but it is all there.

Damage colors and icons tell you if you have combat advantage, or the enemy has heavy defense to your attacks (high armor for example) or if you critically hit, and more. A lot of this is found in the combat log.

CW forums surely have some builds. PVP vs PVE vs soloable build? Damage or better incapiciation? Its not a cookie cutter for all gameplay, you have to pick a task and build to meet that goal, or build generic to handle a variety of things. Even your race and starting stats matter --- 20 int to start for dps focus CW, 18 int and 18 wis might be better for controller.

I have not seen a MMO manual since like 1999. Use the webz or hover over the stats

The websites usually have a guide of some sort among the links...but a lot of times that is getting replaced just with a link to the official wiki.
