Upgrading Powers to Rank 3

It seems like I can't spend any points to upgrade my powers to rank 3 and I have 27 available points. Is this the way it's supposed to be, is it a bug, or am I doing something wrong?

    You need to have invested 20 points total in the tree before you can upgrade anything to rank 3.

    I think you need to scroll down to find powers worth investing in. I didn't know there were more powers and had everything at rank 2 and couldn't get rank 3 because I hadn't spent enough points. If that makes sense anyway.
